I don't know about the laws there, but here, driving well below the speed limit is considered dangerous driving and is a citable offence.

What the old lady did at the beginning is perfectly reasonable though; it is recommended that if you are not confident that you were pulled over by a legitimate police officer then you dial 911 and the operator can confirm if they are actually police. I was personally given this warning by the RCMP.

Hell, I don't trust the police either these days, but that's a little extreme.

If the cop was just patient and talked her out of the car everything would have been fine. Buuuut that's not how we do things in the south.

I wish more people would get pulled over for driving too slow. In NY it's 15mph under the limit unless you've got your hazards on.
