Rent and food? Fine, as long as they have employment available in the jail system to earn the rent. Forgiving the bill for those who don't come back is a great idea. Although building up a large debt for recidivists doesn't seem to be too productive in the long run.

Charging for a GED is just a poor idea. A GED is cheap, and definitely gives them a better chance of making it on the outside.

Leave it to the Americans to innovate new forms of oppression.
