I was absolutely stunned to hear about this on the radio the other day. Police here in my home city used civilians to form a roadblock on a freeway and made them sit in their cars (some with children in the cars) while a fugutive hurtled at them, eventually crashing into a number of them.

Just utterly inexcusable, how they ever could think this was a sensible idea is beyond me.
