Rotty, it's because a lot of TV shows in Japan are in what we would be familiar as a "gameshow" format. Including this one.

Bikini Rodeo Pie... WHAT???? Well, this deserves a comedy tag if nothing else. Really, weird, freaky, Japanese gameshow, cream-pie trippy *comedy.

At the risk of sounding evil, the people in black outfits handing the pies remind me of Saddam's executioners...
