I disagree; I would call him a troll rather than a bully. And trolls need to be ignored - they thrive on attention. They'll say anything to get a rise out of people. Unless it's a situation where a response is needed (i.e., they're directly causing harm and must be stopped), it's best to ignore them and let them bang their head against their computer instead.
