It's more a breakdown in the definition of war.

War used to mean killing people and breaking sh1t until an enemy recognized it was defeated and surrendered. If the enemy is terrorists with no formal government, than the only way to win is to kill every last one of them.

A prolonged mission with no clear goals is an error no matter where it's attempted.
