Violent Cop - Epic fight and chase scene

Japanese title - Sono otoko Kyobo ni Tsuki.
Wikipedia synopsis: Kitano plays sociopathic detective Azuma, a Dirty Harry-type whose single-mindedness leads him to self-destruction. After the death of his friend and colleague Iwaki, and the kidnapping of his sister by yakuza gangsters, Azuma breaks all the rules of ethical conduct. He responds to every situation with violence, and resorts to unethical methods if they produce results.

Towards the end the rookie will ask a question that I'll explain in the comments, having just watched this with subtitles.

The rookie asks why he hit the guy with the car, he could be dead.

That's when the baseball bat sequence starts. He responds, "does he look dead to you" while they're under attack.

The next scene, not shown, has the new chief chewing him out for running over the guy, asking why he had to run him over. Sounds like a total Dirty Harry moment or something - a movie that many critics compared this one to.
