Democracy Now: US avoids Talks on Cluster Bomb Use

Unlike around 100 other governments, the United States (the largest producer and user of cluster munitions) was not interested in meeting to talk on the banning of use of the aforementioned weaponry.

Cluster munitions are used against personnel, but kill more civilians for decades to come than they do enemy forces.

The US refused to talk about the end of using anti-personal mines previously when the topic of said arms came into question.

It will not commit to ceasing the use of cluster bombs. Because its too effective for their military use, you know like when they have to subdue a large tract of land where terrorists may or may not be hiding (Afghanistan).

Not to mention Israel loves them big time too, see how they used them during the war against Lebanon.

^ That's because U.S. citizens are responsible for holding our government accountable for their actions or inactions. We aren't responsible for the actions of those other governments.

Besides, if the best consolation you have to offer is that we're no worse than Russia, China, and Pakistan, then you offer little consolation indeed.
