He doesn't mystify them at all, he's shaming them with a very basic common sense that they have been afraid of for the last 8 years.

I do think he mystifies them in that sense: They probably cannot figure out why he isn't trying to consolidate his power like they are. His lack of selfish power-mongering most likely confuses the shit out of them.
