How many other people noticed the way Bush snickered when he mentioned "World War III"?

At the beginning he was a little frazzled and kinda reminded me of Kanye West when he did his bush hates black people speech.

Perhaps Mr. Stark forgot when he voted for the war while he was in office, so technically speaking, he sent kids to have their heads blown off for his amusement. Seeing as the executive branch of government cannot declare war.
