I know this is probably not true, but my grandfather told me that when he enlisted in 1945 he stated that some rumors were going around that there was an order that said they did not have to extend the option of surrender to SS, troops.

This is not substantiated However I don't find it hard to believe. There was no love lost between the SS and the allies. But being that you are a combatant POW there is no guarantee that they wont torture you and then execute you or just execute you. As we have seen in many movies.
