This is a classic Russian cartoon from the makers of Nu Pogodi, about a boy who doesn't want to do anything but eat, drink and play games. I remember seeing this cartoon several times when I was small. The name Nehochuha, literally translated means "the boy who keeps saying no", colloquially it's now used to refer to lazy misbehaving children. In English the phrase would be "I don't wanna!".
