Oh, and no, not like that. Obama in that clip clearly was as you labeled it, forgetting his lines, and he didn't really do much other than repeat "inhaler" a lot.
Here, Palin kept a smooth flow of words going, complete with proper rhetorical public-speaking style cadence. The sentences themselves sound like someone who doesn't know what those words mean.
I know what Obama was trying to say, but I have no clue what Palin was trying to say here other than "Yes, opening OCS & ANWR really will lower prices, even if oil is traded on a global market." Given that the underlying premise is false, I'm not sure what she might have been trying to say to prop up that falsehood.
If they're proposing an export ban, that would certainly help, though she sounded like she wanted to eliminate a (nonexistent) export ban.
