Javelin Thrower Spears Long Jumper in the Side

It amazes me that this isn't even the first time this has happened, and yet nothing will change. On a firing range, no one shoots unless everyone is behind the line. Same for archery and arrow retrieval. Why is it okay to hurl a spear hundreds of meters with people milling about, other events going on, and a surrounding audience?

Then again, thousands sit around tracks where speeding cars regularly slam into retaining walls and sometimes even into the audience, so I guess it's normal. *mind explodes*
