I think it needs Googly eyes..

Discovery magazine

Baltimore Harbor apparently had a major trash problem---when storms would come, they'd wash tons of trash into the local streams/rivers/canals that fed the harbor and it would just be, well---disgusting.

(before and after shots of the waterwheel's local area on after storm days)

One answer to that has been this waterwheel, in the St. James Falls stream. Mounted on a barge, a water wheel and solar panels combine (planetary gear system) to power a conveyor belt that scoops up the surface trash (led by a floating boom on the stream) into a dumpster---and when the dumpster is full, they just roll it off the barge and roll in another one. It picked up 4,000,000 cigarette butts last year. 160 tons total.

One supposes the best answer would be: don't pollute the streams or leave the trash to be swept into it by rains and storms. But maybe this is the best engineered and most clever second answer.

Oh, and there's a petition to raise funding and put Googly eyes on it. Which I think would be great.
