So as old as this is, why has it not been implemented? Hell, the gov't wouldn't even have to pay toll collectors anymore.

We already have these in NJ. However if you aren't in the tristate area or subscribed to the service they have a couple old fashioned lanes that split off into toll booth collections. http://www.ezpass.com/ is the site.
