He did say that needle exchange programs don't cause more people to use drugs.
And I did find it interesting in a book I was just reading that 12% of Americans smoke pot where it's very illegal while only 5% of folks from the Netherlands do (where it's more or less legal)... 22% of Kiwis smoke pot and it gets you in quite a bit of trouble there too.
