Looks to me like the POV driver is at fault here. The guy coming out of the pit was in plain sight, and buddy just rammed him without any attempt to avoid the accident, when even a drift to the right would have done the trick.

He didn't see the car coming from the pits and it's the responsibility of the pitted driver to make sure he enters the track safely. Outside pits almost always have this problem where pit exit leads straight to driveline. Inside pits usually exits to off.driveline.
