Estonian Police Stop Fleeing Car with Spike Strip

Estonian traffic police demonstrate use of a spike strip. Based on googletranslate automatic language mangling, I think the description below says that the police had a tip-off that the driver may be drug affected, but that when they located the car it failed to stop. Since traffic was fairly light, they decided to use a spike strip.
