Presumably the boiling water turns to water vapour fairly rapidly, and the water vapour cools extremely quickly thanks to its gaseous nature?
Tiversays...The boiling water basically turns into a steam cloud which provides massive surface area for it to then instantly freeze in such cold temperatures.
