They did get a quorum and vote later that night. It passed 378-0.

A resolution to recognize Hawaii as his birthplace ... as a fellow Earthican, I have to note respectfully that it wouldn't be more of a circus if there were clowns on minibikes driving through the rows, with monkeys on top of their heads, jacking off vigorously.
