It´s from the german show "Wetten dass?" where people bet they can do something and celebrity guests bet on the outcome offering a wager.
Usually none of it is fake, though sometimes people lose their bets if they don´t achieve what they claimed they could do.
There definitely was one fake bet once when an undercover reporter from german TITANIC magazine appeared on the show and claimed he could recognize the color of crayons by licking them. He tricked the producers by getting hidden messages from an accomplice.
There is a saying: "When you want to conquer the German-speaking market on one night, you have to appear on 'Wetten, dass..?", which is quite true for the artists appearing between the bets, not so much for the contestants.

I don't know what inside edition is, but mseven is right, it's from germany. i recognize the uniforms, the trucks and of course the language itself at the end of the clip ;-)
If it is from a tv show chances are that it's from "Wetten dass?", by far the most popular show in european (!) tv history. The concept has been sold worldwide, in the US you may know it as "wanna bet?" and in the UK as "you bet!". They usually do stuff like what we see in this clip.
