I used to work with Kudo back in his days at 3DO (actually work for him would be a more appropriate description). He's actually a great guy in real life and one of the few really good managers I knew in the video game industry. He always tried to protect his team and do what he thought was best for the game. Not that his ideas were always correct or anything. But he was always willing to listen to those who disagreed with him and he seemed to genuinely care about the people who worked under him. For that, he earned the team's loyalty and respect.

I haven't played GoW2, but I suspect that it's unfair to lay the blame on any of the game's deficiencies on a single person. Rarely does any one person have that much control over a game's development. Even CliffyB has a boss to answer to.
