I can only imagine how much of a coding challenge it can be. Very nice name, though - VSC for short I suppose.
If I may suggest another wrinkle, perhaps introduce a limit based on how quickly the front page is updating itself.
Logically, it's best to discourage VSC promotions within the "window" where VS shifts to the "off-peak" promotion limit, since the moment VS goes "offpeak", there's usually a flood of 5 to 10 videos jumping up the front page...
This all, of course, comes back to the fundamental question of how quickly you want videos to cycle up to the front page and how much you want system code to "micromanage"/control it.
Edit: ... in other news, it took my 1 hours and 37 minutes since I originally wrote this comment to catch on to the "bring out your dead" ref... wonder if we have a vid of that available? Hmm... here we go.
