Ziegler is clearly asking for it. He's acting like a crazy douchebag. There are more tactful ways to get information than to trespass on private property and then get all self-righteous when they ask you to leave. His real goal was to get arrested so he could take it out of context and make a viral video.

If he's an uninvited guest on non-public land the police have the right to escort him off the premises or arrest him for trespassing if he refuses, depending on the (possibly prior) instructions of the owner of the land.

After that he resisted arrest and the police used the minimum necessary force. His own struggle to resist arrest was the main cause of his tiny scratch, if any.

This guy is a worse actor than Mr. "Don't taze me bro". He's smiling and giggling the whole time as he's being arrested, because that's exactly what he wanted.
