The whole point about Dawkins use of those "atheist commandments" was that he took them of a random website just to show that its not really difficult to come up with a counterpart to the Old Testament commandments that's just as good or better.. Its an anecdote to support an argument, not meant as a serious suggestion for replacement of the commandments..
