A broken light is a four-way stop. In my experience, people generally handle this well. Actually, one of the little things that gives me a bit more faith in humanity is that, even though some people drive like idiots, when suddenly they're forced to actively cooperate to keep traffic moving, they do. I'm sure if it went on for a long time things would go back to the status quo.
