Lubbock police tasering someone at Tour de Tech Terrace Fall

Tour de Tech Terrace is an annual bike ride/festival around campus. While its mostly composed of students from Texas Tech it is open to anyone.

FROM YT POSTER:"Cops came and surrounded everyone at 24th and Geneva in front of Tech Terrace Park. The cops told everyone (about 1,100 people) to get out of the street and get up on the sidewalk and go into the park. One guy was slow to comply and the cops told him to move it. The guy on his bike argued saying that if you're on a bike it's the law to be on the street. So the cop started writing him a ticket (for what I don't know). Then the cop got distracted and the guy on the bike walked away onto the grass with his bike (which is what the cop wanted). But the cop said "Hey I wasn't finished you. Get back here." The guy on the bike said "wait" and started walking away and so two cops chased him down, pinned him to the ground, tazered him"

The guy was apparently unconscious when they dragged him away

I learned a little more information about the event: Apparently there was a good bit of drinking and littering going on during the event. It was bigger than previous years and a lot of new people came along who weren't as respectful as previous years, IE Picking up litter, staying out of people's yards. The event is actually a canned food drive, and despite it being broken up by the police, they manged to Gather 800lbs of canned goods for the local food bank.

As for the tasering, I question the legitimacy of the police ticketing him in the first place. That said the kid did walk away from the cops, whether the ticket was deserved or not, and that is evading arrest. The tasering seemed excessive to me; the guy was seemed unable to move, one heavy looking) cop had a knee on his neck and the other had at least one of his arms pinned.
