Powerline? Looks like it's just slid up one of those steel anchor cables that tend to be drilled into the ground to secure the poles. Any folks that were riding in the car should consider themselves lucky.. pretty sure that slamming into the pole rather than having the force deflected 'upward' like it was with the cable would've done more damage.
