So this video was titled "Worst Street Fighter IV Match Ever" over on Bluesnews, but I think they missed the point and it is actually a very interesting concept.
If you watch what happens, they basically ride out the first round so they draw and then fight the second round. At first I thought it was like the old samurai movies where the first one that attached put themselves at a disadvantage. Then, it became clear what happened:
The two contestants had clearly had a conversation at some point and agreed to just go winner takes all. Upon drawing the first round, the game gives them both a point, basically putting them in sudden death.
When you think about it, it is a MUCH more ballsy thing to agree to in a competition. Whereas they normally have best our of three, these two guys made an agreement that they would only play against each other once, which means both of them had to be very confident in their skills.
What's even better about the clip is how close the match comes... really amazingly tense.
Frankly I'm surprised that Bluesnews titled it the way they did...
