For the record, this is from the grand-daddy of scifi/futurist movies, "Things To Come", adapted from HG Well's Shape Of Things To Come (by the man himself). It's mostly famous for predicting large-scale tank and air warfare, and World War 2. But not nuclear bombing, probably because he predicted the concept back in 1914 and it was old hat to him.

There's an even more Republican speech later on in the movie, but I couldn't find it on Youtube.
