Actually that's not a dumb thing to say at all; moving when injured (as in trying to get to a bathroom or a first aid kit, etc) can aggravate certain injuries, so if someone is nearby and is getting ready to help it's the right thing for them to say.

With a cat-5 hurricane barreling at them, and living in a city that is 85% below sea level? Answer is: any way you can! Sell stuff you own to get the money to ride a bus or train... Trade goods or services for a ride... Catch a ride on the busses that Nagin & Blanco commissioned for evacuations... Ask a family member, friend, or neighbor who has a car to give you a ride... Beg for a ride... Hitchhike... Bike... Walk... They had over a week of leadup to the storm and knew for 2 days before it made landfall that it was cat-5.

The fact remains that the people had plenty of warning. They knew for over a week that Katrina was a monster and that evacuation was recommended. But a lot of them stayed because they thought it wasn't going to get 'that bad'. They made a bad situation into an even worse one because of thier decision to stay in a flood zone as opposed to buying/borrowing/begging a ride by any means necessary. They were told to evacuate. They didn't. That makes them a party in the responsibility for the aftermath.

I might add parenthetically that I live in an earthquake zone. I have 3 months of food, water & fuel storage for myself and my family. My primary vehicle has first aid kits, blankets, and emergency cash in the trunk. Quite literally I can grab a tent, toss in a few 5-gallon containers of water, be out of town in five minutes, and survive without any problems for over a week. I somehow doubt that the people who stayed in New Orleans were prepared the way I am for a disaster. But I've made my plans solid because I've lived in this risk zone for years and I have not been idle.

Not every one on the sift has dealt with a life and death situation.

So they may not know the need for a weapon, first aid kit, pressure bandages, or things of that nature.

Personal experience:
When you come home to find door damaged with what looks to be a screw driver and the chain on the door busted, you may want something more substantial than a cell phone. (When the chain is busted, that means some one broke in while your loved ones where there.) For some of us, the world has shown its darker side.

Proper safety, and good practice. Do not become complacent.

But on a more serious note: Every one should take a minute to look around the room they are in. See how many tools you use every day that can be used as weapons.

Kitchen knives, writing sticks, keyboards, cords, game controllers. To a master any thing is a weapon.

Funny note: Open your underwear drawer, any number of those items in there could be used as a weapon.

you have to keep an emergency-preparedness bag (because of EARTHQUAKES), but they're ugly so you don't want to show them in your room.

now there's the disaster teddy bear. it's easy to find because of its glow-in-the-dark armband and you can carry it like a backpack. plus, it's a cute toy for children.

the 22 items are inside the zipper in the back of the teddy bear. they're the items that survivors of actual disasters (like the hanshin earthquake) wish they had.

the 22 items:
1. radio with light (batteries included)
2. inside slippers to protect your feet
3, 4. emergency water (2 packs)
5. emergency blanket.
6-8. simple first aid kit (bandaids, gauze, Qtips)
9. work gloves
10. whistle
11. compressed towel
12. hand-cranked generator for cellphone
13. eyemask
14. playing cards
15-19. emergency toolkit (scissors, nail clippers, tweezers, nail file, ???)
20, 21. ballpoint pen (hangs around neck), disaster-prevention notepad
22. disaster prevention handbook
