I was always told if you have to put your hands someone at the hard physical force level (force continuum) you are probably arresting them at that point. Cop should turned her around and cuffed the woman and tossed her into the back of the car.

Here's what I think happened. Officer went to ticket woman for jay walking, woman was pissed about it. Got loud, or threatening, which can be interpreted as simple assault. The rest is on camera.

Police Humor, which you can see Bruce Willis do on Live Free Die Hard, he says something to the fake dispatch about 587s, which means for that movie, naked people. The best code you want to hear is "Uh, Dispatch we got a boatload of 314s. Going to need backup, copy?" Which means, generally, there's a boat load of naked people. 314 is the California penal code for when someone exposes themselves in public, or for public view, generally someone naked in a place they should not be naked at.

The Maryland State Police are currently issued a Beretta PX4 Storm, but the officer in the video seems to be carrying something of the Beretta type, but I cannot tell. It definetly does not look like a glock which usually have a square slide.

When he holsters the weapon his thumb appears to come up to hit a decocker, which on a Beretta is on the back of the slide and ambidextrous.

I don't know if its standard protocol to have the hammer in ready position, most pistols are double action. However it does appear that he is placing the gun on safe when he holsters the weapon, he is defiantly doing something.

In this case I don't think he needed to draw his weapon. Some will say that's protocol; I say if the perpetrator was not armed then there was no need to present a weapon. In my mind the situation did not scale on the force continuum to have need for a weapon. Maybe soft physical force; the officer jumped straight to lethal force.

Use of Force Continuum. In short the weapon was not needed. Soft Physical force seemed to be the only thing necessary to place the biker under arrest. By pulling the weapon the trooper went straight to lethal force, or the threat of lethal force; easier but it changes the dynamic of the situation. Especially when he re-holstered the weapon, that could have prompted the biker to flee because his life was in danger or given the biker enough time to attack once he knew the officers guard was down.

If I would have drawn my weapon the biker would have been given verbal orders, and I would have stayed at a safe distance; until the biker was on the ground in face down position. One thing that bothers me most about this video, is that he was well within 6 feet of the biker without first verifying there were no weapons. If the biker was inclined to attack with a concealed blade then the officer would be in a dire situation, and probably maimed or worse.

That's why the trooper in the cruiser, thanks burdy, is a good distance from the bike and approaching from the rear. Now, that is protocol what the plain clothes cop did was not, protocol.

I have training in the subject below; Continuum of Force which they give to all security and law enforcement officers. Presenting a weapon is always, a last resort. No matter the situation.
