Perils of sharing the internet - advice please

Some friends who are sharing a flat/apartment might need a technical solution to enable smooth and fair use of a modest internet connection. The owner needs full access but the other guy could use some sites/ports being blocked so he can feel he's not imposing and get on with job-hunting and work-related things.

It occurred to me that on their Netgear DG834GT router (same as mine) that the owner could block certain sites. However it seems a bit limited if you have more than two users. You can't specify different rules (and within a schedule) for different IP addresses or MAC addresses. It would be nice to have an easy way to block bittorrent as well, again for any device/IP address over any period of time.

My googling is just confusing me because this overlaps with net nanny sites and dodgy looking software vendors.

Anyone know of something simple and trusted that could provide these features? Preferably free and open source would be nice.


I'll end with a desired scenario as an example;

Owner doesn't want access to twitter.com til after 1pm but can access everything else normally.
First guest can't ever access youtube.com, various adult sites and bittorrent.
Second guest has no access to bittorrent Monday-Friday, only sees youtube on weekends and can only see videosift.com after 6pm all week.

etc etc
