Sidenote, it always irritates me how people tend to jack up a story to say he escaped 5 years in jail. As if he had already been sentenced to 5 years. The story has enough real drama, they don't have to lay it on.

Meanwhile in Iowa a 10 year old girl faces 20 years in prison because she didn't pay taxes on the income from her lemonade stand.

You're comparing the motive for the need to balance the budget. The analogy is with the need for balancing the budget affecting the actions of the work. In this sense, the comparison with a business is fair.

The budget decisions should lead to questions such as 'what is the most effective police work we can do within our available budget?', where as in some cases it seems to be just 'what is the most effective way to balance our budget?'.

In that case, the police work is no longer a primary consideration and the tail is wagging the dog. They may as well stop doing police work altogether and start opening hardware stores, or lemonade stands to pay their salaries and maintain their buildings.

To paraphrase Charles Goodhart: once a measurement becomes a goal, it stops being a measurement.

Stack a few kids on top. Problem solved. There are also a few rather large people in the video. You could have tied the corners to few of them as they drink PBR and sunburn. Problem solved. Cut a big hole through the middle so the thing doesn't act like a sail. Problem solved. Fill it with sand instead of air. Problem solved. Tell onlookers it's a bouncy castle kite/ballon. Lemons into lemonade.

Well, officers of public companies are (or should be) held to account by their board, their shareholders, and the market. Those are the people with interests at stake. The reason why public spending is held to such standards is because every taxpayer (and citizen) has interests at stake.

Conversely, there is not much good reason to hold a private business accountable for spending. If you have a lemonade stand and you want to spend all your profits on candy, then that's really up to you. If you're mad that your boss spends all the company money on candy (or lets the secretary do so), work somewhere else.

To be clear, I don't like how the US handled the bailouts of private enterprises because it blurs these lines. But that's a generally separate issue.
