For starters, I have to oppose the implied thought that Saddam's reign of terror was preventing this sectarian violence. His rule through the Suni minority to wage genocides against the Kurdish and Shia majority and decades of brutal repression of same all served to make the sectarian hatred and violence worse. Tally up the hundreds of thousands he killed through genocide, the million plus he killed in the Iran-Iraq war and everyone that died by direct execution or deliberate starvation level poverty and compare it doesn't stand out as starkly and objectively a desirable alternative to today.

Now if you ask what would I do differently it depends on what level of power I've got to act with. Ideally, we can go back to first Iraq war and have Bush senior march on Baghdad. This would've aborted one of Saddam's genocides. Equally importantly, this would have kept the Shia Iraqi population's view of America as a liberating force. The standing in the desert and watching Saddam slaughter them thing still carried their mistrust of American forces after Saddam's actual removal later. That singularly stupid move of leaving Saddam in power, at the urging of most of the planet, drove the Shia population of Iraq back to Iran as their sole sympathetic ally.

Next step, after the removal of Saddam, whether we can do it back then, or only a few years ago as it really happened is to truly setup an occupation government. You don't bring stability to a region by immediately trying to transition to a democracy before the shooting has even stopped. The occupation government would be run by somebody with actual knowledge and experience with Iraq, rather than as Bush senior did by sending in a guy with zero experience and a two week lead to brief himself. The task you should place on this leader, is to setup a federated Iraq, with distinct and autonomous Shia, Sunni and Kurdish states. The occupation government would dictate things after taking input from Iraqi's rather than holding them to the tyranny of the majority as Bush and co allowed. The occupation would setup an initial constitution defining what laws and agreements spanned all three Iraqi provinces/states and what extent of autonomy they had to define their own systems of government. The American military's job would be to enforce this very basic constitutional framework. Each Iraqi state/province would be aided in setting up their own governments with a transition plan again dictated not voted upon. The transition plan would define the point in time when each state transitioned from occupation rule to a self determined future and rule of law.

The above plan on the whole would work, but Bush and co couldn't have managed post Saddam Iraq more poorly if they had actively tried to.

If zero time travel is allowed and we are to 'fix' things today, you need a lot MORE power. You need an army the size of America or Russia's and the political will to spend several years doing things the public will hate you for. The end game is still the same as above, a federated Iraq kicked off under a dictatorial occupation. To get there from today though you need to create stability. You need to take an army and march it across the entire country. As each city is cleared of militants you take a census of everybody and keep it because you need it to track down future militants. In entirely hostile locations like were ISIS has full rule, you bomb them into the stone ages before marching the army in. The surviving population is given full medical treatment. Now, as for sorting militants from civilians though, you do NOT use American style innocent until proven guilty justice. Instead, any fighting age males are considered guilty until proven innocent. This level of rule of law needs to remain in place until stability can be restored. You of course guarantee lots of innocent arrests, but your trying to prevent massive numbers of innocent deaths so it's required. As you stabilize the nation you can relax back to innocent until proven guilty and work on re-integrating the convicted.

You'll note that although the methods I'd declare necessary above are by any count 'brutal', they do not extend into Saddam's usage of genocide, torture and rape as the weapons of choice.

Saddam was a bad guy is absolutely the most ignorant remark you can make. Were Stalin, Hitler and Mao simply 'bad' guys? Saddam committed multiple genocides against his own people. Hundreds of thousands of innocent civilians killed not as collateral damage, but systematically. The remaining widows were systematically raped to impregnate the Kurdish women with half-Arab children and breed the Kurds out of existence. If that's not enough, Saddam invaded and seized Kuwait and declared a part of Iraq. In the Iran-Iraq war, he made extensive use of banned chemical and biological weapons against Iranian forces, before turning them on Kurdish Iraqi's as well. Anybody content to just call that 'bad' behaviour is morally bankrupt.

Oh, but along the way Saddam brutally murdered anybody that spoke out against him, or had their daughters raped or their families otherwise held hostage or also killed. More over, because Saddam classed these people as 'terrorists', clearly we should take him at his word. In that one sense, yes, Saddam was effective at killing and pacifying the people he counted as 'terrorists'. That of course is missing the fact that Saddam was the singularly most terrifying monster in the entire Middle East at the time.

Yeah, i dont trust a single fuck with a badge or a gun or both and a uniform. That wasnt always so. At one time i was a pretty lame introverted nerd with the world as my oyster. Listening to Rage Against the Machine made me concerned, because it was too extreme. And then the iron fist of law enforcement thought theyd fuck with me and make me suffer for what was not my burden. And then it just gets worse and worse, a downward spiral of constant legal battles, jail time, mental illness, etc. etc. etc. Its all the same to me, govt, law enforcement, human resource representatives, executives, redcoats. Oppression creates terrorism. Always.

During the Philippine-American war, the events which lead up to our own soldiers commiting acts of genocide started with our disregard of the indigenous people, oppression, and penchant for disrespecting local men and harassing their women; as well, our ignorant and well documented philosophies of Anglo-Saxon exceptionalism. The family of the abused rise up and attack their oppressors. Terrorism will always be so as long as the mighty refuse to respect all ways of life and seek instead to instill their systems of government and create puppet governments whoch fail, destablizing entire regions.

Because now the game is bigger. You dont simply destablize a region: when you oppress people, you destabilize an entire zeitgeist, affecting far more people than ever before. People in America rise up to join forces that provide promises of liberty that America no longer offers. Even if those terror groups themselves lie, the broken people see it as a hope. The oppressed will crawl out of the woodwork and kill. There is no precise pattern when frank castles of the world do their deeds. Its just like the 4000 deaths per year from semitrucks, the trucking industry says 70% (debatable, likely a lower number) of accidents are caused by noncommercial vehicles. Impatient people weaving in and out of traffic and cutting off truck drivers oppresses them and sometimes even they to rise up and do terror.

So simple answer: Love, peace, and good will are what the government should promote. Of course, that would simply open them to being taken advantage of... so, we are fucked, always and forever. But maybe even if we cant promote true peace, perhaps we can at least avoid creating the terrorists we fear.

Sadly, it's only after leaving the positions of power that people seem to realize this is true, that you are required to analyze orders and to refuse those that are illegal (and question those that are unreasonable or appear illegal).
In practice, questioning orders is a good way to end up in military prison.
Also, most fear losing their position of power far more than they fear being caught following illegal orders. Few if any have ever been prosecuted.
It's for this reason that we have the crimes exposed by Manning and Snowden, up to and including mass murders, torture, illegal indefinite detention, etc. , that have never been prosecuted, but those who exposed the illegal orders and acts have been prosecuted, whistleblower protection laws be damned.
It's pretty disingenuous for this man to say that Trump's illegal orders would be questioned and ignored when all the illegal orders he received during his tenure were followed without question.

EDIT: Interesting, I just found out he's publicly supported by the KKK, and American National SuperPac, founded by a consortium of white terror groups, but he claims to not know who they are. Reports out of Super Tuesday states Minnesota and Vermont have revealed there are recorded calls telling voters Trump will stop the “gradual genocide against the white race” and to not vote for Marco Rubio because he’s “Cuban.”
Trump has yet to disavow any of these terrorist racial groups, but has accepted money from them. That should certainly disqualify him from holding high public office and really should have him on the terrorist watch list, he's associated with and accepts fudging from well know, active terrorist groups.

Palestine did NOT have a SIZEABLE Jewish population, it was close to 5% before the invasion. It also wasn't closer by far than any other country in Europe. It only made perfect sense because their religious leaders told them to go there and 'take back their ancestral homeland'.

I never said those in the 40's were not that desperate, nor did I ever suggest we 'change history'. You need a reading comprehension refresher. I said those illegally invading in the 30's had little to flee (unless you are saying they had a time machine and KNEW what was coming). I also say those in the 40's after the war and all those coming after that had NOTHING to flee.

The difference being that the Arabs had been there for centuries, living peacefully with a small Jewish population as part of their 'country', yes, peacefully. It wasn't until the Brits ignored their own immigration laws and allowed the Jews to invade by the thousands that conflict broke out. Today, non Jews are not full citizens in the land that the Palestinians lived on for eons, and what's left of the native Palestinians are held in a concentration camp.

If things being bad where you live is a legitimate reason to take another country, all of Africa should be taking Europe today, along with much of Asia. In fact, we may as well forget countries if that's the metric, all countries treat some group poorly.

The invaders gained more land than they had at the outset (they had NONE at the outset, they lived in what had been British ruled Palestine, and was now reverting to Palestinian rule...) but the Jews wanted their own Jewish country and stole it from the people who had never had an army, using American weapons purchased mainly with American money (or given to them for free) while the Palestinians were barely supported by their neighbors, who had never been their allies. It was not "civil war' it was an invasion. Those fighting came from elsewhere to steal the land, it was not just the native Jews fighting, it was mostly invading Jews.

The alliance of Arab nations that fought them was much SMALLER militarily, you know this.
When a 'smaller' invading force uses it's international contacts to become a violent racist bully, uses it's overwhelming force to steal land for decades, pushing the locals into the sea or concentration camps, kills tens of thousands and imprisons millions in horrendous conditions for decades and claims they want peace, yes, they need to return all the land they gained with their evil behavior or expect the leftovers of their genocide to strike back until one side is wiped out.

They were not a nation when they did this. They were an invading horde of Europeans trying to create a religious nation on someone else's land.

Fact is that millions of Jews were trying to flee persecution in Europe(and not just the Nazi's, they were just the worst of the bunch). Fact is that the nations of the world, just like today and always, didn't want to take in nearly that many refugees. It was not just the Jews unfairly and violently dealing with the Arab Palestinians, but it was equally Arab Palestinians doing the EXACT same to the Jewish Palestinians. With the British pulling out, both parties were grabbing for land and power. You talk as though the Arab Palestinians were standing there holding out roses and snacks for the Jewish Palestinians only to find themselves shot down for the favour.

After the break out of civil war the Jewish Palestinians and refugees absolutely gained more land than they had at the outset. That is hardly the only time in history that a civil war worked out that way though. More over, when Israel accepted the UN 2 state solution, it was the Arabs that refused, allied with the surrounding Arab state to grossly outnumber the fledgling Jewish state and swore to drive the Jews into the sea. The exact quote is from Azzam Pasha, the Secretary-General of the Arab League, who declared "We will sweep them into the sea". When that war ended, Israel was even larger than when the war started. If that counts as 'stealing' land I think your a little too lose with your definitions. When a much larger alliance of nations tries to destroy a smaller one, is it really expected that the smaller nation return all land it gained as a manner of good behaviour?

Historically, there is a zero percent chance that more Jewish fighters in Europe could've kept the Nazi's from making it out of Germany. Worse, the ambiguity of your sentence also suggests that maybe your suggesting that if the Jews had stayed in Europe fighting, it was them that wouldn't have made it out of Germany, which would be quite correct.

You are making it very difficult to interpret your view in any kind of positive light. Despite the fact that one of the greatest genocides in history was about to hit them and their children, you insist that Jews fleeing in 30s were fleeing "nothing but fear". More over, you seem adamant in defending the notion that as the holocaust survivors landed in Palestine and were being looked after by existing Jewish Palestinians, it is they and they alone that were the aggressors in Palestine. It is well established history that BOTH Arab and Jewish Palestinians treated each other equally poorly through the 30s and 40s. More over, the Jewish Palestinians remained the minority. I'm inclined to lend a bit of understanding to an aggressive response from holocaust survivors yet again facing repression and saying NO! Doubly so when upon accepting a 2 state solution, all the surrounding nations of the middle east jointly declared war upon them with the declared intent of driving the Jews into the sea. It was only 2 years prior that the whole of Europe was controlled by Nazis trying to do the same thing. What can be realistically expected of the Jewish refugees in Palestine? Fighting kept them alive, in Palestine and I find it hard to fathom an alternate history were laying down arms would've seen any Jews still alive in the area,

Arab and Jewish Palestinians fought one another, the UN recommended a 2 state solution, the Jewish Palestinians agreed, the Arab Palestinians and ALL the neighbouring Arab states all jointly declared war on the Jewish Palestinians with the intent of having all of Palestine for themselves.

But yeah, it all the Jews fault, or if not the Jews fault, it's the Brits and European's fault for not supporting the genocide or eviction of ALL jewish Palestinians and relocating them somewhere in a Europe that had just recently killed them by the million...
