Even if they were race neutral policies. What has compassionate conservatism and the Contract with America yielded for African Americans? Newt's pretty silent about it, given his famous loquacity.

The 90's was like every other decade bud, it had it's own variance & change (both politically & socially).... but I look back on it with memories of my change from child to man. Ive already done that a year ago. Netrunner Avatar indicates that he is a fanboy of OBAMA. SS is broke and empty.
