oritteropoI suspect that's the worst case scenario counting everyone in the 10 block radius evacuation zone. They do say in the video that to get that figure they need to assume that the building failure would lead to the failure of some surrounding buildings (how many people would you assume would be at Bloomingdales?).
p.s. The estimate is from the Red Cross, and was quoted in the BBC two program The Works S2 ep 1 All Fall Down in 1996.
