What if users add videos to a playlist they are proposing for a new channel, then the community could see what they are proposing. Also, when the new channel is created, all the videos in the playlist could be automatically tagged with the new channel.

So, for instance, if you wanted a channel for dirt bikes, your playlist might only show three existing videos. The downside is that new channels often attract subjects that might not otherwise be on the sift. Like cooking videos were scarce before the channel was made.
