I'm guessing that as each piece is added, it is already orbiting with the station exactly whether it's attached or not.

The station does need periodic boosts as there is some drag caused by atmospheric changes by the sun.

You and me both. Years ago I had a job at White Sands Missile range, where the main entrance road was named after PFC Marvin R. Owen, an MP who had been on duty during one of those monsoon rains. Some guy reporting for duty from New Jersey, or some such station, didn't want to be late. So he drove into the running arroyo that separated him from post HQ. He had his wife and two kids with him as I recall, and they all started floating downstream. PFC Owen drove his pickup into the arroyo in an attempt to stop the car, but they were all swept away.

They all drowned in the middle of the desert, and the next day most likely there was hardly any water to be seen.

It's a proposal, but at $3 billion price tag (meaning more like > $4.5 billion when finished), the plan to pump water 20 miles back up river into the already silting over lake Mead isn't likely to be adopted....at least I hope not. For one thing, it would mean the river would often end at the new pump station, which no one downstream would agree to and likely would be opposed on ecological grounds too.

But it's not going to be 1% of the cost for a very, very long time. It probably takes a team of technicians to keep it going right now. 5-10 years from now you can probably get one of those for a hundred grand or so, but maintenance would run you around the same as a full-time drywaller. You're throwing a lot of numbers out there as if they mean something, but they don't. Also, the thing needs downtime to recharge, even once the technology becomes practical and affordable, so 24/7 is not an option. Either you need a worker to replace batteries every few hours, or it needs to plug in to a base station and go offline for significant periods.

The thing to remember about Crimea is it WASN'T PART OF RUSSIA, so no it didn't hold Russia's only black sea port not ice blocked in winter, it held a Ukrainian port Russia LEASED for use by it's black sea fleet from the Ukraine.

They militarily attacked, invaded, and seized their neighbor, so not a bit restrained, they were not invited in by the government and welcomed....or would you insist they are also exceptionally restrained for not attacking and retaking Anchorage Alaska, their only non winter ice bound port in North America, a port clearly more strategically important than Sebastopol and just as Russian?

Back around 2000 when I was stateside this happened to an MTA train I was on. Standard policy in these situations is to move passengers to un-effected cars. Under no circumstances are they allowed to let passengers off onto the tracks. So they engineer floored it into the next station.
