It could lead to cheating, but not successfully. Because your mail in vote hasn't been scanned yet doesn't mean it's not delivered. When the massively understaffed polls have time to scan all the ballots, which may take days or more if the post office can't handle the load, as long as they're postmarked before the deadline they count.
