This was most definitely a display of EOD from Iraqi munitions.
Where you cant trust the devices, you blow them up. Id say that was several large caches all blowd up at once.

The liveleak description says this is EOD (explosive ordinance disposal), and they say she's right behind their vehicle, so it seems like the explosion is from something they deployed to detonate an IED.

It seems like it's a continuing failing of the military higher-ups that these kinds of things are still happening (them not warning her).

I'm not 100% familiar with how they're currently handeling it, but that's the way it was done when I was there. IED's were normally detonated on the spot after the area was cleared. There is always the possibility of a trigger man watching the area, so I don't remember IED's ever being moved from their location. I had a bunch of videos of EOD detonations shot throughout the deployment. People regularly film this stuff from HMMWVs further back in convoys. Unfortunately that hard drive is destroyed and I lost a lot of pictures and clips. Some Iraqis would actually stand as close as possible because they wanted to watch the explosions. I remember one video where they did have to delay the detonation because people kept getting too close to the area and had to be moved back. Usually EOD would call out a warning and a countdown from a loudspeaker before actually detonating though... didn't hear that in this one.

The dog was at the epicenter of the explosion, several feet away is still in the kill box. It looks to me like the dog is being blown off screen and not running.

But then again this is a video and its all suspect.

Thanks for doing the research. Also, after watching the clip a few times, it looks like there's a bit of optical illusion going on here due the depth of field. When the explosion goes off, you can clearly see the dog start running away. In other words, at first it looks like the dog is right on top of the explosion but actually the dog was several feet away. Whether the dog was injured or not you can't tell from the vid, but it clearly wasn't immediately blown up as I think a lot of people are assuming. In fact, I'm pretty sure that's the dog running past the bottom of the screen at 0:24.

EOD had already prepped the blast as evidenced by the evacuated area and lack of anyone interfering with the blast site. If you go to the liveleak version which has a few more seconds in advance of this one, you can hear soldiers commenting on the dog wandering into the blast zone. They can't make the dog get out, and no one is going to walk in there. So, do we halt the convey and continue to place human life at risk until the dog gets bored sniffing around the blast site, or blow it and move on? I've ridden with EOD before and they do not mess around or waste time when destroying roadside explosives no matter what random animal wanders into the blast site. Also, you'll notice that the people are kept away. Detonations are announced and areas are cleared to avoid injuring any civilians.

You can hear one soldier surprised saying "its a dog" after it wanders in. Another says "just blow it. dont wait for the dog to get out of the way."
