It’s permanent actual jobs lost vs potential temporary construction delayed (the project as planned is cancelled, not the plan to build a pipeline SOMEWHERE, and spend a billion on it, just not through reservations and sensitive watersheds on the cheap.)

The auto manufacturers will never recoup the lost production, the oil company will build a pipeline. There are costs to delays/redesign, absolutely, but they aren’t 100% of the projected project costs or anywhere close.
