The person that pulls out is clearly portrayed as being at fault. He apologizes for his error, in the fictional scenario where they get to talk before the impact.
One of the human biases is the feeling of self-perfection at certain tasks. It directs it glare at the attitude 'I can travel at or just above the speed limit with impunity as I won't make mistakes.' This advert shows that even if we assume you are perfect, we can't assume all other drivers are perfect - it is a known fact that other people are regularly at fault for road incidents, even if you are not.
Nevertheless even if you drive well, an accident could find you as someone else might make an error you perfect driver you.
One should be cautious when approaching a junction with a vehicle at it, and driving at or above the speed limit shows, to me, a lack of due care and attention.
Because he was travelling a little over the speed limit rather than the more sensible just under it given the road conditions (vehicle approaching a side junction), this meant that once the man had pulled out - the man on the major road travelled maybe an extra 4 metres before even beginning to apply the brakes. In total his braking distance was probably 15-20 metres longer.
The consequence of these factors (slower initial speed and greater distance to stop in) is that speed of impact difference is greater than the 10mph variance in speed of travel. So the impact energies would be considerably less had the initial speed been a mere 10mph slower, even if an impact remains unavoidable.
Hopefully the advert will increase the number of people who will realize they can't trust other drivers completely, and may slow and have their feet ready to hit the brake in the event that somebody pulls out/stops suddenly/unexpectedly reverses/changes lane. And in their cases this may considerably reduce the amount of energy during impacts.
The advert shows both drivers as eminently human. It does not demonize the person at fault for the crash happening, nor does it demonize the person who was travelling over the limit. It just portrays two people showing regret for their part in the consequences.

Uhhh, I wasn't talking about a vote-garnering attempt by my self on this site-I watched the video on you tube because it popped-up in related vids, saw some really funny automobile adverts that WERE NOT made in America and low-and-behold, the prevailing theme in Europe is sex + cars = sell, and thought them clever-I never really even considered the thumbnail as a means to get votes here on Videosift.

If you'd pay attention to something besides your own ego and ganging-up with a few others in your recent cabal of haters bent on fucking with my shit here on the site, you'd realize that I really could give a fiddler's FUCK about votes anyhow-
I care more about the community as a whole here, OH, and bringing more users to the site by stamping-out smarmy-commenting dingle berries like cockroaches.

My Dad Drives Smooth When He's Blazed!
I have a simple test for this one. If you can no longer judge what is an appropriate amount of time to maintain eye contact with people, your too high to drive! (anyone who smokes should know what I mean)
Up until that point however I honestly believe it can slightly enhance ones standard of (safe) driving, especially if one is prone to a quick temper or impatience/ "a need for speed". Frankly some people are more of a liability when completely sober! (I know I used to be till I made myself calm down)
Unlike alcohol Pot tends to make one objective about how impaired ones senses have become. If your too high the little voice in your head tends to think "I'm really high, maybe I shouldn't drive yet?" rather than "I'm not pissed, I'm amazing. We can totally pull this off!".
Pot can also be surprisingly self regulating too, your most comfortable road speed is pretty much inversely proportional to how high you are, unlike certain other fermented vegetable products which are known to have the opposite effect....
IMHO existing laws for driving without due care and attention etc. are perfectly adequate to deal with potential abuse. I'm not saying it can't be a problem but equating it with drink driving is foolish and necessary to me.
This advert seems to have hit on a nice way of approaching the subject by simply suggesting you think twice about driving when baked our of your tree, rather than some unrealistic draconian shock tactics (Like the us advert at the drive through).
