I Googled it. Koryo Tours out of Beijing. They'd be perfectly happy to take you there as well, as long as you're not a journalist. Travelers are actually reasonably welcome in North Korea.

I know it's supposed to be a funny parody, but it reminds me how incomprehensibly insane that country is. It would be fascinating and scary to be in one of their heads.
Only the falling from the sky bit is parody; they really do simply have pretty women in uniform directing traffic rather than traffic lights. Insane, yes, but also sort of awesome.

shit... this isn't even funny. It's depressing.
Look at those intersections. Only a regime as insane and deranged as the one in North Korea would place someone to direct the traffic in a place with so few cars.
It's sad.
Edit: And I would bet that's the busiest crossroad in all of Pyongyang.
