I'm not sure that "controlled" is the right word. It indicates there is a nefarious organised system, with club meetings and secret handshakes. I would substitute "strongly influenced" through campaign contributions and pork projects in congressional districts.
critical_dAgreed...don't forget the lobbyist. In the end both parties are controlled by getting elected next term.
