The little microbeads effectively prevent large surface areas of their purple material from fully flattening and sticking to adjacent purple material surfaces. So its a lubricant to keep their bed from sticking to itself. That's my assumption at least.

Their R&D and Marketing teams should be working late nights putting together demos of exactly how much of this plastic micro-bead powder makes it up through their covering. Did the cop need to control the situation - yes.
Did the cop over react- yes - But how would he reacted? Every one scattering and running , not obeying, Cop being over heated with 30 lbs of gear, wearing black clothing making him even hotter.

I'm inferring here, but it might have something to do with the skateboard in the background. During tricks skate shoes will accrue wear on that spot from the sandpaper-like tape on the top of the board. I would like to be able to know what is truly going on here. The situation is indecipherable. One of the first things that I noticed was the individual that jumped on the tractor and then next the individual working the furrowing that was made by the plow. He was using the shovel dressed in absolutely clean black clothes with clean black dress shoes.
