The president submits his budget to congress, they rubber stamp it mostly, then send it back for presidential approval. The president controls it more than congress, start to finish, they only make changes the president must approve.
The president has enormous discretionary spending abilities too.

Babylon's Ashes has hit the shelves last week -- a copy is waiting for me at home, but I dare not touch it. It's the most addictive sci-fi universe out there and the bloody suspense at the end of each book was killing me. It's worse than waiting for The Winds of Winter...

It's not clear yet how many items are using RFID. They say they are using "computer vision, sensor fusion, and deep learning" akin to what is used in self-driving cars.

So there are some concerns if you pickup an item then put it back in the wrong place, will it detect it was still left in the store, or will it charge you? Putting it back in the right spot, refunds you, but it's not obvious otherwise.

We really need to know more from the Amazon employees that are using it.

It sounds a lot like Minority Report style stuff going on, and I think it is more a tech demo than a full concept they'll carry out in mass. The information on the path the customer takes, what they get and all that is probably worth a ton, and helps offset other costs with the system... though most of those costs are offset by having fewer employees... personally i found the "the chronicles of thomas covenant-the unbeliever" to be perhaps the best fantasy series to take what tolkien did to a much greater depth and scope and incorporating much of what C.S lewis laid down.

Also, in cases like this video, they were probably getting credit back from the publishers. It's common practice that the items need to be destroyed for them to get back their credit. It's cheaper than shipping all back to the distributors.

When all mass market books are removed from the shelves, we stripped the book jackets from the books (tore the covers off) and ripped the rest of the books up. we only had to send the covers back to the publishers to get our credit back on them (same with Magazines). We would destroy books by the hundreds, because it was cheaper to destroy them, and have them print more than to ship them back for re-distribution.
