The current, single power point recharge at-a-time system seems ludicrous to anyone who would like to avail themselves of an action requiring 2-power-points. Similarly cumbersome is the formula of a maximum of power points accrued at any time based on annual tenure-

(i.e.1 more maximum point accrued at any given time / # of years served).

Simple solution would be a maximum of 2 power points at any given time unless other wise gifted,awarded or purchased, and this to anyone with any star-colored sneetch on their belly.

Perhaps those users who don't use PP's or care about PP's maybe chime-in or shut the flock up?
