@eric3579 It can be fixed by making the use of existing administrative and geographic borders mandatory. Like county borders.

It can also be fixed by allowing the smallest possible communities to decide where they want their votes to count from bottom up and then continue the process upwards, rather than decide at the top.

In fact many political problems are easily solved if you consider them on a local community scale.
